You can only look at your opponent's Hand and Deck (or Extra Deck only if it is a Fusion/Synchro monster) if you cannot verify that all available copies allowable on the banlist have been removed from play by Chain Disappearance's effect. This is because the opponent performs the removal from their Hand and Deck.

Chain Destruction works differently. Based on the text, the activator of Chain Destruction performs the destruction of the monsters from the opponent's Hand/Deck (or Extra Deck), not the opponent. Therefore, the activator of Chain Destruction will ALWAYS check the Hand and Deck (or Extra Deck) and perform the destruction themselves, not the opponent.
