Graceful Charity's biggest issue is that the discarding is exactly what a lot of decks want. There are so many decks, cards, or strategies that would love to put choice cards into the graveyard, and the draw power it provides (3 new cards) and lack of cost or condition makes it splashable in every single deck. If you have dead cards in hand, they're easily discarded by Charity, or if you drew into something you want in the graveyard, like Necro Gardna, Treeborn Frog, etc, then toss it in the grave. Duality, on the other hand, only lets you look at the cards and you pick one to put in your hand. The rest stay in the deck, where they're rather useless. Graceful shortened the deck by 3 cards, Duality only shortens it by 1. And Duality only lets you use one a turn, and you can't Special Summon for the turn, which so many decks want to do.
