I find the no-Normal Summon clause a little redundant. It's not like someone would NS it too often but it loses several points in versatility if you just can't do it, which is what CBs lack in general. Basically the way you worded it means that sending the CB to the grave and destroying are both effects, rather than the first being a cost, which makes sense since all-in-all milling CBs will help you, just not sure if it's intended. Personally I don't think it's too strong, it's sort of like a CB-specific Monarch with some cool fanfare. Quite solid, overall.

CBs need removal. They're already decently consistent.
It was intended.
I prefer Chaos Sorcerer.
