This card cannot be Normal Summoned or Set. This card can only be Special Summoned while you control "Toon World". You can Special Summon this monster from your hand by Tributing 3 monsters. This card cannot declare an attack. The Special Summon of this card cannot be negated. When this card is Special Summoned, Spells, Traps, and Effect Monster effects cannot be activated. If you Tributed at least 2 Toon monsters for the Summoning of this card, destroy all cards your opponent controls and inflict damage to your opponent equal to the sum of the respective ATK of the monsters Tributed to summon it.

Obelisk Burn rofl... Awesome tbh. A lot of the Old School toons got use, so no worries on the requirements. Easily Searchable, however. Due to that extreme ease, may I suggest you cut the ATK to 0 or something? Otherwise you've got an easy to set up OTK.

i like it but it a little op but it not attacking EVER make it mor balance too many people do too many god cards but here a cool trick i can suggest for Obelisk the TOON Tormentor it can attack except the turn it is special summon but during the end phase if you have any other monsters besides Obelisk the TOON Tormentor destory all monster on your side of your field except Obelisk the TOON Tormentor

kinda like red dragon archfiend but Obelisk the TOON Tormentor is a show hog he demand the entire stage for himself

It's offensive. And I mean that in the nicest possible way. It doesn't have the protection and it's much faster but effectively useless except as a wall once it hits the field and uses its effect. Could be fun with Staunch Defender, but I think the most efficient way of using it might be a Great Maju Garzett OTK Deck. It'd be awfully consistent.
