How 'bout a low level tuner?

A lot of OCG and grammer problems. RFG? also not specific on where the monster is to be removed from play. Smaller note, the Attribute doesn't really match picture/name. 5/10

It actually is pretty broken O_o
-A Tuner that can mold its Level.
-A Tuner that can Special Summon itself with really no restrictions and can keep doing it again and again (unlike "Plaguespreader Zombie", he doesn't remove itself from play after first use, and unlike "Spore" and "Glow Up Bulb", it doesn't do it [i]once per Duel[/i]
-Low stats guarantee that it will be easily search-able and Special Summon-able by any other means AND can be used for the effect of "Cards of Consonance"

ATK and DEF are very odd.

If you are interested in an OCG fix (card does have a number of flaws in that category):
[b]When this card is Summoned, you can remove from play 1 Dragon-Type monster in your Graveyard to have this card gain its Level. You can Special Summon this card from your Graveyard by removing from play 1 monster [u]you control.[/u][/b]

(OCG fix is based in my belief that the monster you remove to resurrect this card is from the field. If you intended it to be removed from the Graveyard, just replace the underlined part with "from your Graveyard.")
