It's a good card that screws over basic cards that search through the Deck, can negate a Special Summon, and is a 1900 beater. Now if could lock down adding cards from the Deck to the hand as a whole, with only leaving the Draw Phase, the card would be over the top awesome. Not saying it isn't awesome now.
