I knew this was banned because I own one. I have used it before in fun matches and found it is extremely overpowered. Spell-stopping power is too strong in YGO to be allowed. Especially when it's in the form of a card that can destroy itself on command.

"Hmm... I don't have any Spell Cards I want to activate this turn, so I'll pay a few Life Points to keep my card going."

Spells are considered much stronger in YGO, and this card being chainable means you can stop a Spell right away on your opponent's turn (while Decree probably wont stop anything on your opponent's turn). Then there's also the fact that it's an OPTIONAL cost of 700 Life Points, during your Standby. You can stop all of your opponent's Spells for a long time until you decide "Okay, I have all the Spells I want to use now. I just wont pay my measley 700 Life Points". Decree doesn't give you the option of destroying it and letting you activate your traps.

I used to main 3x Will in my old [s]Herpes[/s] Harpies.dek. It was bloody good with Egotist.
