I'd call him the best level 4 character in the game that's tournament-legal. Anyways, he's a fun card to use. You can't have a good E-hero deck without throwing him in there. There is no point in keeping an OP'd card at 1 when the only situation(s) in which it is useful do not make it OP'd. If Heroes, with their ten thousand support cards, had more viable outs than "lol i summonab0" and "superpoly i take ur stardust go gr8 tornado kthxbai", then this would be a problem.
