The real problem here is the American Police Service, who were clearly incompetent after his escape. Ronnie Bingley part of the Great Train Robbery was on the run for 30 years, he only came back because he needed medical treatment then again he escaped from prison to go on the run. (Alot of it was because Brazil wouldn't extradite him to Britain). So it wasn't just America that was taken for a fool in the past 40 years.
