Rank 2 = Level 3/4

Rank 3 = Level 5/6

Rank 4 = Level 8/9

Rank 5 = Level 10/11

Rank 6 = Level 12/13

Rank 7 = Level 14/15

Rank 8 = Level 16/17

Rank 9 = Level 18/19

Rank 10 = Level 20/21

Rank 11 = Level 22/23

Rank 12 = Level 24/25

Ranks aren't levels - as you said, they're based on the Levels of cards needed to summon them. Therefore, you can have a Rank 12 Exceed because you can have the Exceed Materials say:

"2 Level 12 Monsters"

For example, you can Overlay a Five Headed Dragon and a Red Nova Dragon (or another combination of Level 12 monsters) to Exceed Summon a Rank 12 Exceed. Simply put, since Level 12 monsters exist, Rank 12 monsters can exist as well.

 

I know they arent levels but they are corespondent to levels... such as if its a Rank 4 ... you need 2 Level 4s... so 4+4=8... so its ATK/DEF is gonna be like a Level 8 monster's... BTW I already made the card >.>
