Your combo fails because CW only works when something is destroyed, not when something would be destroyed. You should still be able to target your first DC with the second one though.

It still works, since each Double Cyclone chains in response to one another. Each one will work in succession, as the cards remain intact until destroyed by the other DC.
It's like when you activate MST on your opponent's MST. Even after the first MST resolves, the second one still goes through and destroys it. So, it does work.
Also, last time I was at regionals, one of my opponents did this combo, and I felt how you felt. So, I called for a judge, and he gave me the same ruling. It works.

If your flipping them all at once, in a chain, then it wont work.
You would have to use Double Cyclone, wait for its effect to be carried out(IE, let it resolve), [i]THEN[/i] you can flip this.

I might not have the exact process down, but the judges at my local regionals agree with me.

EDIT: [s]I am so smart[/s] This isn't the right card... Damnit. This combo works with a different card... *Sigh*

What I thought of while testing this out is when you get MST'd, you chain this and destroy two of thier S/T's. Since so many decks run S/T/Destruction effects, this card is acctually near(Near) useable.

Your judge is wrong.
Cyclone selects 2 spell/traps as its "cost", to activate it. If you chain more Double Cyclones, they also have to select 2 cards for the "cost".
You cant flip Chain Whirlwind right after you activate a Double Cyclone, without it actually destroying it.
As Whirlwind would be the first thing to activate in the chain, and wouldn't work because nothing was destroyed.

Seriously... Read the card, look at its condition, and then play the card accordingly.
Like you could use this with Scrap Dragon.
Scrap Dragon's effect would destroy 1 card on either side, [i]THEN[/i] you would activate this card [i]AFTER[/i] those previous cards were destroyed, as it fulfills this card's condition.
So despite this card's name having 'Chain' in it, you never actually activate it during a chain.

Don't use the word "cost" when you don't mean "cost" x.x It would seem that'd make it more confusing when you're trying to explain it to others that way.

To activate Chain Whirlwind, the last thing to occur was the destruction of a card via a card effect. This means that the card effects that destroy (like MST) will have had to destroy the card successfully and be the last thing that occurred in the duel.

You can chain Chain Whirlwind to other cards (or to itself), so long as the original timing is still correct (where the last thing to occur was a card being destroyed by a card effect).

For example, MST destroyed a Spell Card successfully, then the opponent (who we'll say has priority) activates Call of the Haunted as Chain Link 1 on a new chain. Since the timing is still correct (as the last thing to happen was "a card was destroyed by a card effect"), you can activate Chain Whirlwind as Chain Link 2.

Anyways, it's not bad for a common, and since it says destroy by a card effect, there are lots of ways to activate it...
