Activate only by paying 1000 Life Points when your opponent Special Summons 1 or more monsters for the second time during the same turn.
Activate when your opponent Normal Summon a monster, while you control no monsters. Special Summon 1 monster from your hand or Graveyard, that can be Normal Summoned, (Ignoring the Summoning Conditions). That monster cannot be destroyed by your opponent cards (either by battle or by cards effects)this turn.

I love the way how you intergrated "Vanity's Fiend" into the Solemn series.

OCG fix: Activate only by paying 1000 Life Points when your opponent Special Summons 1 or more monsters for the second time during the same turn. Negate the Special Summon of that monster(s). Until the End Phase of [s]a[/s] the turn this card [s]is[/s] was activated, your opponent cannot Special Summon any monsters.

I like it's anti-Metaish effect, however it's somewhat UP. It's true that most people abuse the infinate amount of Sp. Summons, however waiting till the 2nd then also pay 1/8 of your LP is imo too much of a restriction. Try making it the 1st monster and it should be an excelent card.

A 8.9/10

Really good card, needed in this meta, although it might just be safer to run 'Black Horn'.

Your missing a 'when'
Also it says when "your opponent Special Summons 1 or more monsters for the second time during the same turn." that means they can normal summon, then special summon, then special summon again for the effect to activate. I'm guessing you meant normal/special then special. If not then I think its too Up'd.

@Lexadin: Thanks for the OCG fix...by the moment the text lore has been changed...I'll change the one on the cards later...

About the card....
I think is balanced...Is activation time can be easily be fulfilled this days as most Powerful Decks Special Summon more than twice a turn.

Here is an Example:
(Will refer Solemn Vanity as SV)
Debris: Opponent Normal Summon Debris Dragon, grab Dandy From Graveyard and goes into Black Rose Dragon. Activate SV to Black Rose Dragon saving yourself from a Nuke...and SV's second effect would cancel the Special Summoning of Dandylion tokens.
Six Sams:Six Sams open Gateway + Unity. Then Normal Summon Kageki who Special Summon Kagemusha and go into Shi En. Chain SV to Shi En and then they are only left with monsterless and unable to keep Special Summoning.
X-Sabers:Bogarth Knight Will Summon Something, maybe a Tuner...then they'll go Faultroll...Chain SV to Faultroll and they will not be able to SS for the rest of the turn.
BW: Can Go BWhirlwind. Normal Summon Shura, Seach And Special Summon Bora, Search and Special Summon Gale. Negate Gale and Screw Shura's effect for the remaining of the Turn.
Glads: Prisma drops Bestiary, Then they SS Test Tiger...Then Use Test Tiger's effect to Summon Darius pretending to go into Gyzarus. Negate Darius and SS effect so their Bestiari remains in the Graveyard...ETC

ALSO!
From this pic I got an idea for the following Card....
Since Vanity's Fiend tried and managed to corrupt GOD in this card...who'll do you think Vanity's Ruler will deal with?

Solemn Vanity is absolutely amazing. I absolutely LOVE it. <3 So good against most Meta Decks currently. I want it. ;w ;

Vanity's Deal is a pretty cool guy, I have to admit. Wouldn't be run as much as Solemn Vanity, but still pretty damn good.

As I said before, Solemn Vanity is good. A nice new addition to the "Solemn" family. =D

Vanity's Deal is pretty awesome as well. As Kokonoe said, will not be ran that much, but somebody will find a way to use it. Could be awesome in Gadgets. <3

The pics are absolutely AWESOME. What program do you use? I guess you're not drawing them manually, are you? :P
Solemn Vanity is really good, I like anti-meta a lot. But I think it's mainly good to put your opponent into brakes early-game. Late game backrow is wiped too fast to wait for rather specific activation conditions. For example, Blackwings will probably terrorize you with delta crow from like their first turn on, if you use Solemn Vanity to brake them let's say 3rd?

Vanity's Deal is... Ignoring the Summon Conditions is something that should be carefully used. You can summon from your graveyard, means you can mill something that cannot be special summoned, Obelisk maybe or the "The Wicked" monsters. They can be normal summoned, so they fulfill the condition for Vanity's Deal. Negate summon conditions and watch your opponent's pissed face.

Haven't thought of Wicked Gods...<_<...But I think...They are easy to play around...also Obelisk would die during the End Phase due to its effect...

Becuase they have an obssession and don't understand that something posted in showcase must be super-special-awesome. Seriously, they bash everyone whose art isn't 10000% perfect
