There are debates about whether or not you can forfeit when your opponent is attacking, but in all fairness when your opponent SUMMONS it it would be okay to surrender, just not when they are prepared to win. There's a reason the other versions are illegal. The Japanese rules say you can't surrender without your opponent's permission. The TCG isn't as honorable.
