I like it, other than the picture, for obvious reasons.
The effect is very good, I would be tempted to make it a trap or a quick-play-spell perhaps.

nice card, the activation cost ruins the gig. it prevents cards that activates in graveyard or targets in graveyard (e.g. is Stardust Dragon, DAD, Necro Gardna, Kiteroid and etc.)
the lore should be:

Well i think the drawing a card looks a little OP for me so i let the opponent draw instead. It should be a quick-play spell card. (It can't be a trap, it will ruin the pot cards)
