And I'm guessing it could work... not sure how relieant it would be, but its got to be up there

This deck makes no sense.

Rephrase, the strategy makes sense, but the execution is horrible. You have the strangest, most useless selection of Fish monsters that are so weak and useless that if your strategy doesn't work immediately, the cards will get run over by anything. You could be using 7 Colored Fish instead of one of the other Level 4s, so at least you can pretend you have a monster worth attacking with.

Put in 3 Upstart Goblin. Opposing LP doesn't matter.

Remove the Decrees. They're slow, and ideally, you want to win on your first turn. Traps have no purpose for this. Put in a Trunade if you're worried about the backrow.

Your Toon Table of Contents strategy is messed up. You may be doing some deck thinning, but you grab TOON MERMAID. It's a dead card by default, because you can't Normal Summon or Set it, and without Toon World, you can't Special Summon it either. If you insist on using Table, at least grab Toon Cannon Soldier.

Consider Foolish Burial to throw Coelcanth for Reborn, or Fishborg for...being Fishborg.

The fish are just there as an example. I can use any lv4 WATER fish, actually. I just listed those for the lolz. But actually, my opponents now wait for the effect of Coelacanth to resolve to activate Bottomless, so they will not do it if the only thing they'll remove is Oyster Meister.

I know LP doesn't matter in an exodia deck. I considered the Goblins. I just found fun to attack with both Accel Synchros for game. I'll add that.

I'll remove the decrees. They just annoy.

Toon Mermaid is beats TCS in this one because I'll never actually summon any. They are just for thinning and discard fodder. Toon Mermaid is Water, so I can also use it with Moray. I just remembered Toon Alligator, so Toon Mermaid is out now.

I'll consider Foolish if I have space after the changes...

Anyway, this deck isn't terrible, but it could use a bit of work. As slow as Decree is, you can remove it for, say, a 141, a Hand Des and a Trunade. Or a 141 and 2 Hand Des, which I prefer over Trunade.

Hand Des will increase your draw power to 34 cards, which if you're not counting your Toon cards is all but 2 of them. Running a third is very risky, but if you're able, you can make Exodia a sure thing. Not only that, but if you get this mixed with Coelacanth/Fishborg in your hand, use Hand Des to dump it and something else you don't necessarily need and get two new cards! It will also allow you to dump a dead draw and hopefully grab something new.

Not sure about Hand Destruction. It's a -1, and I need to discard at least 2 cards to start the combo. If I use it, it will be just to get the cards needed for the combo, and if I have very few cards in my hand I'll be unable to start it without discarding something that will be useful later. I would not run more than 1 of it in this deck. Too bad Angel Baton doesn't have a Yu-Gi-Oh! counterpart...

One for One would help me summon Fishborg, but that would be only for Coelacanth tribute, because I will summon all the fishborgs I need for the combo with Coelacanth anyways. Maybe I'll add it and 1 Treeborn...

Your statement had just defeated the purpose of your own Deck. I suggest you listen to .Kowalski and find room for the infinite draw combo (if you want to get Exodia in one turn that is). It's either that or don't run Exodia with FishTK.
