He probably didn't mean that to be a card, but more like an effect of the card it self.

It's like Stardust Dragon's ability is Cosmic Flare, this attack of this card is War Cabinet.

A little OP, if I can say for myself. I would personaly make it a level 9, but it would make better sense as a level 6. Here is a fixed one:

When this card is Summoned to the Field, deal 500 damage to your opponent's Life Points every two turns. [b]During [/b]your next Standby Phase, the, t[b]his[/b] effect can be activated. [b]D[/b]eal 1000 extra damage if you Tribute another Monster from the field only, and [b]removes it[/b] [b]from [/b]play.
