If a face-up Tuner monster you control is destroyed, you can remove it from play to Special Summon this card from your hand. The fact that your opponent can summon a level 4 or lower monster and the fact that only it's level increases makes it balanced. 0 ATK and DEF is good. I would use this in my deck. It would go great with the spell card advance force if you could get it's level up to 5 by having monsters removed from play. Effects like that will not make a card less broken (not the case here). This card isn't worth running, since most of the time, the Tuner that got destroyed is better of in the Graveyard than removed from play.
