It's like an Ancient Gear Golem in Dragon form, but even then Ancient Gear Golem has 1 more effect than Zekrom. Sure, it can bypass every Effect defense your opponent has, but that's all that this card has. Since Zekrom is a Legendary, and Legendaries should be a bit OPed, I'd give this card one more effect imo. Just don't make it too overpowered though. Also, apart from ''The Dark Orb'' could you also make ''Fusion Bolt'', Zekrom's unique attack. It would be like Blue Eyes' Burst Stream of Destruction or Dark Magician's Dark Magic Attack.
