While this card is on the field, each time the control of a Level 4 or lower monster is changed, that monster is destroyed and the new controller takes 600 damage. Monsters destroyed by this card's effect are placed at the bottom of their owner's Deck instead of being sent to the Graveyard. If an Effect Monster card was destroyed by this effect, inflict damage to your opponent equal to sum of the monster's ATK and DEF. While this card has been revealed in your hand by this effect, you can Normal Summon it without Tributing. If you do, reduce this card's ATK and DEF by 800, and reduce its Level by 4.
