A number of OCG problems. I think it's common for people to miss what an actual Ritual Card is:

A complete Ritual consists of a Ritual Spell (already in the set) and the Ritual Monster. How many stars is your Ritual Monster worth? The player would have to Tribute from their Hand or Field then however many stars that Ritual Monster is, and they will be able to Summon it to the field.
