Rules: 1st: Create an Creative an balanced card.
2nd: Must have an original never before seen card effect. Can be whole new card template and etc.

Optional Rules: Meaning that you could if you felt like it.

Optional 1: Make it tie into a theme of some sort, like Morphtronics or Ice Barriers, or something.
Optional 2: Make 2 or more Support Cards:

Prize: 100 points and +rep to the winner...

First person to 7 votes wins....

Must be detailed reasons why you chose for who and etc. A 9 words or more....Any less will be treated as Spam.....

[spoiler=Passe and Control Monsters' Rules and Summoning mechanics]

Rules of Control Monsters:

Read the card....

Rules of Passe summon

1st: They are found in the deck with all the other normal cards....
2nd: They require a monster card called Control...
3rd: Kinda like Synchro's, they do have levels. But they are summoned differently.
4th: The materials used are sent to the opponents hand. The opponent can use them, but they return to your Graveyard after use....
5th: The difference in the levels between the control card and non-control card(s) in the deck must equal the Passe Monster's level...

If Passe requires more then one control card, take the difference of the non control monsters and subtract it from the Control monsters level.

So, meaning this.

Control monster = 3
Non-Control Monster= 7

Passe Monster = level 4.

Control monster = 7
Non-Control monster = 12

Passe monster = 5

So, the Passe monsters levels can reach 12 or 1 depending on the situation.

Control Monster = 1
Non-Control Monster =12

Passe Monster =1

Control Monster #1:3
Non-Control Monster: 12
Non-Control Monster: 5

Non-Control Difference: 7

Passe=4

Control Monster: 8
Non-Control Monster: 6

Passe Monster: 2

2 or more Thunder-Type monsters.

This card cannot be Special Summoned except by Fusion Summon. When this card is Summoned, select a number of cards in either player's Graveyard equal to the number of Fusion Material Monsters used to Summon this card. The selected cards cannot leave the Graveyard, and cannot be applied for your opponent's card effects. If this card would be returned to the hand or Deck, you can return it to the Extra Deck to Special Summon 1 of this card's Fusion Material Monsters from your Graveyard instead.

[color="#FF0000"]Rulings:[/color]

'Cannot be applied for effects' is a newer phrase that means that the cards affected by such an effect do not count as being in the game at all. For example, if you controlled "Dark Hunter" and had five DARK monsters in your Graveyard before "Dark Star Draconis" was Summoned, and it selected two of them, then "Dark Hunter" would only 'see' the three remaining monsters. In addition, they cannot be targeted by effects and do not count towards the total number of cards in your Graveyard. As such, if "Draconis" targets two cards in your Graveyard while you had 30, you would no longer be able to activate "Blasting the Ruins".

There seems to be a problem with Max's card. If CED is activated and it targets DSD, it would return to the Extra Deck anyway. I just find the last effect out of place. White, I found your idea interesting since it truly covers the creative requirement, but I don't think the effects fully compensate for the fact that your opponent gets to use the cards you used. I'm giving my vote to the person who put a lot of effort into this and even pushed themselves. White, you have my vote.

Indeed, but you would also regain one of the Fusion Materials instead of being left with nothing.

As a feedback for both your two Master White and Max Darkness has been voted on my 1on1, so i'll give my vote.

CARD A >> The idea of Summoning and the whole Passe monster does Summon is wonderful, but meh. The effect is just plain and common effect, like it only does control. etc

Card B >> The new phrase can screw all current Meta, but as Striker mentioned. That Synchro or Fusion Monster if targeted by card effect which would return to hand, it is return to Extra Deck anyway. (WTH if Synchro in hand.)

This is hard decision, but Master White GMV. Why, it can does control which is usable. MD card is usable though, calculating in make effect never seen before and less error in card making.

But like I said before, using "Draconis'" effect gives you one of the Fusion Materials instead of nothing. Why is everyone missing that? Did I write it in gibberish?
