Actually it is "Pay 3, and that the artifact."
also obviously Simulacrum is Better BUT...once you get the combo...the Throne is the more important key here...XD

So pay 2 to bring crown into play, then pay 3 to use it's effect?

Yep. Do note that your permanents untap at the beginning of our turn, meaning you can use its effect multiple times, but it will cost you 3 mana each time you want to use it.

Scepter of Empires > Rod of Ruin. Three mana for a once-per-turn one damage isn't so bad either. I'd run it to burn away weenies.
Crown of Empires feels rather useless without the other two.
I actually like Throne of Empires. Four mana to allow pumping out a 1/1 soldier for 1 mana is rather good. Being able to spit out five of them is amazing.

I like their mana curve fitting together and being able to use one of their dangerous effects on Turn 4 and then start ruling the game board on Turn 5, until artifact destruction come along.

Overall, I'd run them, but only if the deck could draw them out, search them out, and/or recover them. Playing four of each in a random deck doesn't feel worth it.

Yes, that's how it works.

And that's what makes colorless cards so good. It give colors access to effects they don't get as often.
