When you Normal Summon or Special Summon an "Ice Barrier" monster, you can Special Summon this card from your Graveyard. Once per turn while you control another "Ice Barrier" monster, during your Opponent's Main Phase 1, you can select 1 monster they control. The selected monster cannot be used until the End Phase. The effect of this card cannot be negated.

This one clause makes this card Synchro Fodder, better than Treeborn/Tengu, and BROKEN.

Wow...talk about harsh..Since the clause includes Summoning in general, this card is broken even more...

But I'm just saying. :3
When you Normal Summon or Special Summon an "Ice Barrier" monster: You can Special Summon this card from your Graveyard. Once per turn while you control another "Ice Barrier" monster, during your Opponent's Main Phase 1: You can select 1 monster they control. The selected monster cannot be used until the End Phase. The effect of this card cannot be negated.
Interesting effect. I'm guessing anti-Synchro and anti-Xyz. Ether way, I see some use. Balance is not so good, due to Cody's comments. Creativity is also great. Playability is there. Overall, another great card.

Playability: 8/10
OCG: 9/10
Balance: 7/10
Creativity: 9/10
Name: 5/5
Pic: 4/5
Total: 42/50

Here's an OCG fix, if ya want...

i say the effect is meh... i never came to like the "this effect cannot be negated" card effect... i felt that they weren't fair, but thats besides the point.
Name and pic are good for this card
I guess the effect works for this type of card
8.5 / 10

Wording/Grammar = 8/10
Creativity = 15/20
Balance = 29/30
Viability = 32/40

84% = A!

Congratulations! You are the first person ever to receive a mark higher than C+ in Alfred's Reviewing Scheme (the most accurate in RC). Take a +rep as your prize for breaking the record and another for getting the coveted A!

The wording and grammar is flawless apart from a single capitalization error - the "Opponent's Main Phase" which should be "opponent's Main Phase". Close, but no cigar; however you still managed to get 8/10, a very high score in the first mark section. In terms of creativity - when people make Ice Barrier support it tends to be not for the Ice Barrier archetype but generic - people follow the leads of the two most iconic and famous Ice Barrier monsters, the generic Synchros Brionac and Trishula and presume that Ice Barrier support is all generic. Simply making support for an oft-ignored archetype earns you points here. The second part of the effect (the "cannot be used") earns you more marks - it is an intriguing concept indeed and one that one cannot recall encountering. Had you played more on the concept you may have earned several more marks, however, your score remains a good one. When it comes to balance, you have the highest single mark score in the balance section I have ever given. The Ice Barrier archetype is by no means top meta but this card pushes it to new heights whilst still retaining a good level of balance. Considering the archetype it is supporting, it is perfectly fine. In terms of viability it would be a must-run in any Ice Barrier deck, but does it improve the archetype overall standing in the game? I think that if this was released, Ice Barriers would be Tier 2. It is such a viable card that it makes its archetype worth running. It does, however, drop some marks for the fact that its archetype is hardly top meta.

The best card ever reviewed by myself with Alfred's Reviewing Scheme. The key question is - what can top it?

Heck yeah...

Situation:
Genex Undine, Wise Monk Gantala, One for one.
1 Wise Monk Gantala in Graveyard.

Normal Undine - Send another Wise Monk Gantala to Grave (2 total) + Add Genex Controller to hand.
One for One - Pitch Wise Monk: Special Blizzed
-Chain-
Special Summon 1st Monk.
-Chain 2-
Special Summon 2nd Monk.
-Chain 3-
Special Summon 3rd Monk.

Synch Undine + Monk (if it's tuner) = Gungir
-Chain-
Special Summon Monk again.

Optional: Exceed Summon with any of the 2 Monks you have or Keep them on field for lockdown.

And even if the third Wise wasn't in Grave...you would still have 2...

Remember what archetype this card is supporting - Ice Barrier, not Sams or Drags. Ice Barrier decks are under-meta. Saying this is broken is like saying Elegant Egotist is broken.
