Wording/Grammar = 3/10
Creativity = 10/20
Balance = 25/30
Viability = 30/40

68% = C+

You have the highest grade of any card I have reviewed with my current scheme (the most accurate for RC on YCM) and you are the only person to scrape higher than the lowest pass mark (two marks away from a B!). Take a +rep as a reward.

The wording and grammar are not good, to say the least. Although they don't matter too much (they are the lowest marked section in my scheme), they do merit marks. The card contains no serial number, set ID or edition. The effect is difficult to word but you worded it incorrectly for the most part. The name should be "Martial Arts Sensei", not "Martial Art Sensei". The concept is a reasonably creative one but an overused one. Rai-Oh, Cyber Dragon, Van'Dalgyon, Trag, Gorz - the concept of summoning stimulus and summoning from the hand are by no means original but the pairing of them deserves some credit, hence the half mark. The card is close to perfectly balanced - a simple discard cost offsets it well and the bounce is a nice touch. Some would call it overpowered, though I think it is fine. Not perfect but very close, 25/30 is your mark. In terms of viability this card is also close to perfect - it would fit in any meta deck easily, though it drops marks due to the crowdedness of the SS from the hand "market". Many would prefer Tragoedia or Gorz over this as they pose a greater threat and in turn a greater incentive not to field clear or attack respectively, but this card fits its chosen niche nicely.

A solid card.

Question, have you heard about the New OCG? That is the reason the effect is worded "strange" to you.
