Reading Ash's effect confused me, but then I realized that you mistook "banish" for "Tribute". "Tribute" is still the official term, except for the OCG which uses "release". "Banish" actually refers to removing from play, which you don't need to do for a typical Tribute Summon. The proper text should be "If "Pikachu" is face-up on the field: You can Tribute Summon this card with a tribute." That said, Ash is nothing special because he's just a beatstick and Gene-Warped Warwolf is better than this. Dawn's effect is good, even if Piplup can't attack when it's summoned. At least you get two average-powered monsters. Not sure what to think about Brock. On one hand, his stats are superior to Giant Rat and Warrior Lady of the Wasteland. On the other hand, all he can summon is Croagunk, which is just a beatstick, and you didn't specify where Croagunk is summoned from. Vanillas are nothing special, but at least they have good stats.
