Wouldn't it be like Scrap Iron Scarecrow, you can't activate it the turn it's reset?

I'm 99% certain this is correct.

I've always been curious what happened if you played, say, Dark Hole, and then flipped it with this. Does it still go to the Graveyard? What if I flip Trunade? Does the Trunade go back to the hand as well?

If/When this gets printed, I'll just assume they re-word it like so:
Target 1 face-up monster, Continuous Spell, or Continuous Trap card; apply the appropriate effect:
•Monster: Change it to Face-down Defense Postion.
•Continuous Spell/Trap: Flip it Face-down.
Flipping a card face-down is Setting, even if they do not use the word.

You cannot activate "Book of Moon" if you cannot set cards due to "Dark Simorgh" for example.

You cannot use the effects of cards like "Medusa Worm" to flip itself face-down either with "Dark Simorgh" on the field.

So I'm right? Using this on Macro would make the opponent wait till next turn?

You're like a ruling mastermind.
