I bolded the changes for you, as well as made an errada suggestion.
You can negate the effect of a Spell/Trap card that targets this card. Once per a turn, you can select 1 monster your opponent[b]'s side of the field[/b] with an ATK greater than the ATK of this card[b]:[/b] Decrease [b]that monster's[/b] attack until it's equal to the ATK of this card[b];[/b] Inflict damage to your opponent[b]'s Life Points[/b] and gain life points to the ATK lost by this effect. [s]If this card is destroyed and sent to the graveyard, you can remove it from play. During your standby phase Special Summon it.[/s]

Thanks for the help. I added that last effect to make a reference to "Twilight" which is the time between dawn and sunrise, or in this case the standby phase. but i guess that's unnecessary lol.
Btw is the synchro material monster for this card is ok?

OCG corrections IMO:

Once per turn, you can target 1 monster [b]your opponent controls[/b] [b]with an ATK higher than this card: the ATK of the targeted monster becomes half this card's ATK;[/b] Inflict damage to your [b]opponent[/b] and gain [b]L[/b]ife [b]P[/b]oints equal to the [u]ATK lost by this effect.[/u] <- I'm not so sure about the under line part but i know what you mean by that so i guess it's okay that way for the under line part.

Picture is okay, for the effect i say it's balanced but I would add that this card can only be Synchro Summoned but maybe that's just me.

That's where cards like "Shooting Star Bow - Ceal" or "Twin Sword of Flashing Light Tryce" come in handy and wouldn't it be too weak if it wasn't permanent?

But those cards are only useful in Guardian Decks.

How often are they used in a NON-Guardian Deck?

You're right about the first part, maybe decrease it's attack? or should i change the effect? i still wanted it to be a level 10
