You know, maybe you should learn how cards like Black Salvo work before you say stuff like that. No, Black Salvo doesn not negate the effect permanently. The effect negation remain s in effect only as long as the revived monster is on the field.

Black Salvo's negation, as mentioned, only works as long as the monster is on the field. You could bring this back with Salvo, Summon [i]Fuel Hunter[/i], then remove this for Fuel Hunter's effect.
