Let's edit your monster line up first. If you like it, we can move on from there.

-2 Drill Synchron(You'll see why in a second)
-2 Frequency Magicians(Not a very good tuner)
-1 Top Runner(Effect not worth the set-up needed for this card)
-2 Shining Angel(Don't recommend unless you run majority Lights)
-1 Mystic Tomato(Same as Above, but for Darks)
-2 Giant Rat(I'm sensing a pattern)
-1 Bicorn Rem(Effect is better for opponent than you)
-1 Honest(Again, not enough Lights to justify)
-1 Keyman(Neither it's stats or effect is good enough for this deck)
-1 Shine Knight(Again, you'll see why in a second)
-1 T.G. Dragon Catapult (There's a better T.G. you could be using)

Now removing all but 4 of your monsters may seem harsh, but I've justified my choice. You may not be able to make all these changes at once, but if you keep working at your deck, you'll eventually get a really nice deck. Now for what to add in instead:

+3 Quickdraw Synchron(This card's special summon effect is not only better than Drill's effect, but also can make itself into Drill for Drill Warrior)
+3 Reborn Tengu(Good for Synchro and exceed)
+3 T.G. Striker(Easy to summon tuner)
+2 T.G. Warwolf(Nearly all your monsters special summon, so this should be easy to use)
+1 Level Eater(Discard with Quickdraw, Summon by reducing Quickdraw's Level, Instant Junk Warrior)
+1 Dandylion(All sorts of combos in this deck work with this card)
+1 Debris Dragon(Special summons half of your monsters from the grave)
+2 Dopple Warrior(Works well with Debris Dragon, Level Eater, and Junk Synchron)

Once again, these changes don't all have to happen all at once. See if you can get hold of some of the cards I suggested though. If you have a question about the effect of any of the monsters I listed, feel free to ask about them. ok, lessee.......
I DO have
1x Dopplewarrior
and 1x Dandylion but thats it. But thats cool. What about spells?

-1 Swords of Revealing Light(When deck is complete, stalling won't be required)
-1 Giant Trunade(On the banlist going into effect on September 2011, this is banned)
-1 United We Stand(Since you'll be able to Synchro Summon qucker, attack won't be much of an issue)
-1 Cards from the Sky(It's only target is Angel and honest, both of which I recommended dropping)
-1 Xyz Enegy(It doesn't help Xyz very well, and you'll be Synchroing more often than using Xyz)
-2 Synchro Barrier(There are cards that do wha this card does better.)
-2 Level Returner(You will usually not need this card for a Synchro summon, and even when you do, Level Eater comes to the rescue)
-1 Synchro Strike(As I said with United We Stand, you won't be hurting for attack points)

As for what to replace them with:

+1 Monster Reborn(Let's you Summon a monster from either player's graveyard, need I say more?)
+1 Dark Hole(Helps in a pinch)
+1 Heavy Storm(It's coming of the banlist this September, and should easily replace Giant Trunade)
+1 Pot of Avarice(It lets you reuse monsters and draw cards)
+3 Pot of Duality(very helpful right now. Hard to come by at the moment, but they are being reprinted in the next set of Yugioh tins, along with some other good cards)
+1 Trap Stun(Good negation effect)
+1 Starlight Road(Helpful against opponent destruction effects)

That just about fixes the entire deck. All that's left is to fix the extra deck and you'll be set.
Again, just add cards as you find them and you should do fine

Urgent Tuning is only good for tuning durin the opponent's turn.

As for the Extra Deck, might I recommend an Extra deck that looks like this

1x Stardust Dragon
1x Drill Warrior
1x Black Rose Dragon
1x Junk Destroyer
1x Junk Archer
1x Brionac, Dragon of the Ice Barrier
1x Scrap Dragon
1x Trishula, Dragon of the Ice Barrier
1x Mist Wurm
1x Nitro Warrior
1x T.G. Hyper Librarian
1x Ally of Justice Catastor
1x Junk Warrior
1x Steelswarm Roach
1x Utopia

This will probably be hardest to accomplish. Keep working and you'll get there.
