I'm attempting to convey how (according to my university textbook) he defines the form of government that is ruled by many were in the rulers make decisions based on their own personal intrest is called a democracy while the ideal version is known as a Polity. For instance it could be referring to people who work perfectly together to better the human race. What happens is after these "corrupted idiots"take office, they take advantage of the public and the resources given to them by such, in which opinion based media covers up, and therefore these elected officials can keep getting away with things. America feels the need to be the "World Police" because the government sees that other nations aren't doing what is "acceptable" to meet the world's (America's) standards. So we keep trying to "better" other nations in the hopes of making the world a better place. But it is the way we handle such, that it makes everything worse.
