So if you fused your Shining and Ab0 for another monster, the new monster coming out was the last thing that happened. Since the last thing to happen was not the Shining leaving the field, and the Shining is a "When...can..." effect, the Shining misses the timing. Since Ab0's effect is mandatory (aka no "can"), it doesn't give a sh*t about what the last thing to happen was, it just registers that it left the field.
