Cloistered Youth is like that, because she is possessed by something. She is not a horror in the first, because she hasn't transformed.

This can't work like that, because if it's a Shapeshifter, it is obviously a Shapeshifter in both forms. Unless, it was randomly possessed by a shapeshifter, or was turned into one between transformation.

What I'm saying is that it is a SHAPESHIFTER in both cases, but a "Human Shapeshifter" in the first and a "Horror Shapeshifter" in the second.

IMO a free 2/2 beater might be a bit to strong. Plus flavor wise the front side shouldn't tie into the Phyrexians so I'd cut the Phyrexian mana.

Also, Vigilance is very odd on a black creature since, not counting [b][url="http://gatherer.wizards.com/Pages/Card/Details.aspx?multiverseid=140171"]Cairn Wanderer[/url][/b], a total of 1 monoblack creature has it. Personally I would use Intimidate since it plays well with the infect, and fits well for a Phyrexian. Also, traitor doesn't fit well name wise since it isn't betraying the Phyrexians as the name implies. So, calling it spy fits a lot better, plus it works thanks to Mirrans having a spy too.

So over all I'd do this:

Innocent Pariah
{W}
Creature: Human Shapeshifter
{W}, {T}:For each counter on target player or permanent, give it another counter of a kind already there.
When your opponent has 6 more poison counters transform Innocent Pariah.

Phyrexian Spy
Creature: Shapeshifter Horror
Infect (This creature deals damage to creatures in the form of -1/-1 counters and to players in the form of poison counters.)
Intimidate (This creature can't be blocked except by artifact creatures and/or creatures that share a color with it.)

To explain a little more on why I suggest those changes on the front, white doesn't have poliferate, so that ability fills the opening well enough. Plus it also makes he useful to infect decks unflipped. I picked 6 for the point to flip since it makes it kill the opponent on your next turn.
