I'm sorry, but really? Really?

What would be the point of bringing back an Xyz without it having units coming with it, and how could it have been done with a COTH effect when it becomes the overlay unit? Konami need to push their new game mechanic for all their worth, so powerful support is good for it. Don't see it as being that outrageous though.

You realize that most of the time Xyzs are beatsticks right? With that being said, reborning an Xyz could be the best move because of just how beatstick-y they actually are... But that's not often done. CotH effect might of actually made this balanced, if it was removed from the Xyz the Xyz would be sent to the Graveyard or something.

However, the thing is that this provides support to already dominating deck types. (Rabbit and Sacreds in particular.) On top of that, it allows you to use cards which are only meant to be used ideally once a duel more than once. It allows you to have (pretty much) infinite Lavalval Chain dumps and stacks, unlimited Avarice and such. As well as that, reborning Pleiades with this, then detaching it to bounce something straight away and then going into Ptoleyms is one of the best moves ever. It's broke, trust me.

I'm gonna ponder a guess, and go with Koko here.

This will break particularly Xyz based decks. Rabbit decks, Level 3-4 Rush decks with Tour Guides, Sacred, Wind-Ups etc. etc.

More cards are turning the Graveyard into a new resource. Really not the best move, Konami.

Rabbit > Hyades > Messier 7 > Next turn, detach for its effect > Xyz Reborn Hyades > Messier 7.

2 Ptolemys in a 2 card, 2 turn combo is retarded.

I believe it works similarly to Starlight Road. If you respond to Starlight Road with MST, then your opponent loses the opprotunity to SS a Stardust.
So I'd assume that chaining to this card with MST would prevent it from overlaying, as the Overlay happens during resolution.
