Greiga
I hereby challenge YCM. Let's actually discuss this instead of every other post saying "worst monarch." Hilarious tech in Chaos Worms because casual. Oh, and it looks like a Verz. It's too humanoid to look like a Steelswarm.
evilhorus
It has the best monarch art OH HOW SHOCKING
Synchronized
If it didn't have the "this card cannot attack during the turn it is Normal or Special Summoned" clause, it'd actually be relatively good. It's still not awful, and can definitely do some damage, but it's outclassed because of that.
Greiga
@Horus: icwatudidthar @Sharpshooter: One of Konami's earlier attempts at balance. It proves they're learning once you compare this to newer cards.
.Rai
Should have had 2600 ATK. It wouldn't be so bad then.
Synchronized
That, or if it instead banished the top 2 cards instead of milling, it'd be pretty awesome, too. (Unless you banished a Rabbit but then you just have bad luck.) Pretty much sums it up.
Bad news for Konami is that this game is broken beyond repair and that making "balanced" cards really means making comparatively underpowered cards. The only way to make this card truly "balanced" is to make a really big banlist.

Their banlist is near perfect and competitive play is thriving vaguely well apart from TGU and BLS. Casual play, eh, but Konami are doing a better job than you think. Making underpowered cards isn't gonna help when YGO doesn't have a rotation-based format.

Konami's attempt at balance now would be something like Utopia Ray or the Sacreds, which have really solid card design imho.
Synchronized
Anyone that complains about the game being "broken beyond repair" either doesn't play in major tournaments, doesn't play casually, or doesn't even play with friends. There's different types of Decks you can use for each scenario, and they all have their strong points. TGU/Rabbit Decks and Agents, etc., are really solid options for the YCS/major tournament events. Sure, they're pricey, but not everyone has to play there. Jurracs, Dark Worlds, HEROes, etc. are all really solid options for locals, etc., for people who don't want to shell out tons of money, but still want to play competitively. And just about everything else works when you're just playing with friends. There's a few cards I could do without (namely Tour Guide and BLS like Rai said), but even Tengu's not so bad anymore, when you really think about it.
