I think what's preventing this from seeing much use is:
-There are other cards that achieve the function of Xyz/Synchro material without ONLY being used for that, unlike this card.
-Some of the cards that could somewhat spam it will also negate it's effects.
-Level-modifying effects aren't really such a great thing when a Deck is already build around bringing out what you have in your Extra Deck without this trouble.
