TBH Relinquished is better

I think it could be better than Relenquished in some circumstances, and some not so much.

+Pros and -Cons to The Atmosphere in comparison to Relenquished:
+Does not need a Ritual Spell
+Has 1000 Base Attack, as opposed to Relenquished's 0.
+Would be helpful in any banish-based deck.

-Relenquished only needs 1 monster of choice from hand or field to summon, assuming you have him and the ritual spell on hand.
-Relenquished can use equipped monster to protect himself, whereas The Atmosphere can't.

Neutral note - Both can be brought back from the grave via Limit Reverse.

I'd rather use Plasma

I could run it in my Macro deck. I always have tribute fodder, and banishing the stuff from my graveyard is helpful most of the time. The steal part is cool, of course...
