If the card says it only is concerned with the Material's Attribute, then that's it. If it's the Type only, then only the Type is relevant. As long as you meet what the Fusion Materials are, it doesn't matter if the Materials are Fusions, Synchros, or anything. So yes, you can use a Fusion to make another Fusion.
