The card itself is broken. The fact that you can pretty much keep something like Solar Flare Dragon (sure, bad example, but I just woke up so give me a break) in Defense Mode turn after turn and continue to do damage obviously would work really well in burn Decks, but plenty of other cards could benefit from something like this, too.
