To make sure that a monsters name cannot be Abused (Such as say Cyber Dragon), may I suggest that a monster selected be returned to the Grave after? This could also setup some nice Combos from the Grave.

Ah, a monster version of Spell Chronicle that can assume the form of different cards. My dream has been realised . Considering it's uses outside of it's original purpose, It's Light (Chaos, Lightray/Sworn, etc), Banishes things in the grave (Aforementioned Decks, Banifish, DAD, etc), Is a Fairy (Agents, Heralds, Terrible Fairies) and is a Level 2 Tuner (Aforementioned Decks). So this card is very splashable. In a Neos Deck, I guess, It's just Neos Decks like to keep monsters in the grave for Warrior Returning Alive, Miracle Fusion etc. So as J-Max said, some way to return it to use. Also considering the many ways of Summoning this (Shining Angel, Call of the Haunted etc), perhaps change it to that so it's like a Pot of Duality for Neos. You don't have to, it's not exactly OP'ed if you don't. Beiden weg, a good card which is balanced and splashable. Good job.
