The reason it's never worked in the past is because governments tie this economic ideology in with governmental policies, leading to major hypocrisy, and frankly, a lack of real Communism. Eventually people get angry that that guy gets the same pay they do while he does nothing. People stop working and expect their money just like every other lazy leech and your whole economy colapses.
