It allows you to dig into your power cards like Raigeki, Duster, etc etc, and gives you a +1 for doing so. Raigeki still provides you with a +0(or better) and answers threats your opponent plays. Your analogy also fails, because Caius is a better monarch than Thestalos. Almost no one runs Thestalos now, because hitting a card from the hand is less useful than clearing away threats like Exceeds or other harmful monsters.
