Earth was hit with the stratos Clause, same with Tengu compaired with D-hero malicious Clause where tengu was hit at 2. Just a case of histroy repeating itself a little bit on past experiances. If you play good Agents and you have an ounce if sense, you will never run out of fodder because you will only blow up the problems and run over the minor stuff, not go BOOM BOOM BOOM HAHA WHAT NOW.
