Zowayix
For reference, here's the effect of Roaring Express Train Rocket Arrow: Cannot be Normal Summoned or Set. Must be Special Summoned (from your hand) by controlling no cards, and cannot be Special Summoned by other ways. You cannot conduct your Battle Phase the turn this card is Special Summoned. While this card is face-up on the field, you cannot activate or Set cards. During each of your Standby Phases, send all cards in your hand to the Graveyard or destroy this card. ATK/5000 DEF/0 Obviously, it's an awful card. But what if it had 9000 original ATK instead of 5000? I recall the only use of it in the anime was to bring it out on the first turn so Yuma was forced to defend himself to avoid an OTK. This is not the situation in the actual game because players start with 8000 LP instead of 4000. So what if Rocket Arrow had its ATK boosted to replicate the same conditions as the anime? Would it become viable? Still useless? Broken?
Azuh
If it had that much attack its English name should be Goku Train
NumberCruncher
Holy sh** that's a lot of ATK to put on a monster. Honestly, though. The problem with Rocket Arrow is that it can't attack the turn you summon it and you can't activate or set S/T cards, so you can't stop any of your opponent's plays. This allows your opponent to get Utopia out, essentially blocking you and forcing a full hand discard, then next turn nuke it with something. The ATK isn't the problem, the no setting or activating cards is.
Legend Zero
If it had 9000 ATK I could honestly see it as a tech somewhere in a casual deck. Just the thought of a quick OTK machine is nice, even if it's a vicious double edged sword. It would force your opponent to at least put forth resources to get rid of. Though, the not attacking on the turn its summoned is the most crippling thing of all.
shelds9
What about the part where you have to discard your hand every turn. The you don't have any cards to set/activate. I think it would be broken with 9000 ATK inb4magiccylinderAlso, Limiter Removal is a cool guy...

Zowayix
Are there any monsters with effects that could take advantage of Rocket Arrow at 9000 ATK? What about any cards that banish themselves from the Graveyard to activate? (You're not activating a card, you're activating an effect.) If any such card exists that can pull off an OTK, Rocket Arrow at 9000 ATK might be broken. If not, then Rocket Arrow might as well have infinite ATK and yet be next to useless. Konami, keep on surprising us with troll cards like this. [/sarcasm]
Synchronized
Well, it does send your hand, so perhaps you could use it in some Fabled variant?
Airride
As is- SS this Tribute for great Maju Garzett Set battle mania If you opponent has a monster with 2000 or less, gg. With an increase to 9000+, it would raise the necessary ATK to 10,000 or less.
This Account is Unplayable
Yugioh has a strict original ATK barrier of 5000. Putting this to 9000 would make it even worse card design than it already is. No thanks.
evilfusion
I just think the card's ridiculously stupid because it was almost blatantly designed to be ridiculously stupid. It existed in the anime to give Yuma a heart attack, and the writers made Anna -5 herself for a mere 1000 damage the next turn. 5000 ATK is nothing special with all those downsides. It's best use is Tribute fodder for something like King Fog or Great Maju. Anything else isnt worth considering.
Toffee.
Fabled
Fableds activate on discard, this card sends. And even then, this would still prevent their effects from going off :/
