Select 1 face-up "Scrap" monster you control. Send 1 "Scrap" monster from your Deck to the Graveyard, then draw 1 card. Then, destroy the selected monster.

Love the fact this card causes the Opponent to -1 himself.
And the mind-games it can play as a result of it, are just as lulzy

It's never usually a -1 since you'll 1: Be using it on a Scrap Tuner that will add Chimera to hand 2: be chaining to an Opponent's card that would either do something to your Scrap Monster or attempt to Destroy Scrapstorm. So ideally, its a +1, and sure, at worse it'll be a -1.

Scraps were good

Exactly. They were a great archetype that could even win one or two tournaments (were effectively on the lower-rings of the Tier 2 category for a while), but other decks have become so much faster and consistent that the scraps were left behind.

It's not really a -1, though.

Sending a Scrap to Grave is great for setup, drawing a card replenishes advantage, and it destroys the Scrap while being a Scrap card in itself, so it Triggers the effect of the Tuners to recover a Scrap from Grave, like the one you just put there or Chimera. Also, it's a Quick Play and has the same general idea as Gemini Spark in terms of dodging effects/cards without losing much.

That said, Scraps are amazing, but have too many weaknesses that are exploited by the big decks.
