There's no way, especially not with Thunder Seahorse and the Watts being hyped as much as they are, and if they prove to be relevant like this, it basically becomes "Add 2 Thunder-Type monsters from your Deck to your hand", because this searches Seahorse, and you discard Seahorse, which gets around the restriction this places on it. It's bad card design. We don't need more RotA's for anything, really. As a matter of fact the only Type that might be able to benefit from RotA in a balanced manner is Beast-Warrior, and even that's probably pushing it.
