I decided to make this because I suck at life.

Oh look, it's Laggia's uncle.

By that, I mean that you just made a walking double-Solemn Judgement (minus Summons) that Rabbit would love. Oh, and Tour Guide can go into Leviathan and practically Normal Summon a triple Solemn. If you want something like this for his Summoning conditions, then at least stop him from being the entire Solemn Brigade in one card. :/

Heh, 2 Level 4 Thunders. Besides Rescue Rabbit into 2 Gem-Knights, there are Radion, Vylon Prism, Batteryman AAA and simple combos with Mothunder and Fathunder. Plus the Materials are searchable with Thunder Seahorse.

This would be about balanced if you removed "negate the activation and".

The cards current state is on autopilot. Not sure if you meant to, but if not, add "you can," to the effect.

That is an interesting concept, but I'm unsure how effective that would actually be. It can't stop summoning like Solemn Warning or anything.
To balance this card, I see three options.
- Keep the auto effect.
- Destroy but don't negate.
- Negate but don't destroy.
Optional: - Make it 3 Thunder-Types. (Makes it less easy to get out with the common Thunders, and offers more material at the same time.)

Obviously for a Thunder deck. A type I wouldn't normally run, but I could probably use this if I did.
