Draw Phase skipping rulings don't intuitively make sense...

Yes when Darkwolf explains rulings, they make sense, though there are times when we (the average non-Darkwolf/Evilfusion person) can't see how a ruling works, sometimes even after knowing that the ruling does what it does. In cases where the average person can't figure it out on his/her own, the card shouldn't really be defended over the understanding of the card's users. At least, not when the card CAN possibly be written in a way that explains those details.

I don't own any "Tag Force", "World Championship Series", or any Yugioh related videogame to make sure of the rulings through experimenting what happens in them.

Everyone understands what's going on. Why are we having this discussion stilll? You know, besides people trying to get +1 rep posts?

Draw Phase skipping effects do not stack, that's the basic idea. They skip the next however many draw phases, regardless of if those phases are already skipped.
