Yeah, but it requires all monster card zones to be affected first beforehand.
And do all 5 need to be affected or just all the unoccupied ones?

If your monster is destroyed by battle, while you control Fog Castle-
You lose a monster card zone, and Special Summon the monster that was just destroyed.

A card zone with a monster in it would still count as a "Usable Card Zone" (since you are currently using them for Scapegoat Tokens) so using Scapegoat to take up Monster Card Zones while removing one zone with the effect wouldn't cause the effect to add cards to your hand to activate. All five would need to be unusable.

Killing a Scapegoat token wouldn't help either, considering the card allows you to "Special Summon the monster, but the zone it was in cannot be used". Since you cannot Special Summon the token, you can't use the effect which would Special Summon it and remove the Monster Card Zone o.x

So pretty much, Scapegoat wouldn't help at all with this card.

Actually, now that I think about it, let's say you had 4 card zones taken out by the effect, how would you lose the 5th one based on this card's text? You can't Special Summon it and THEN the card zone is taken.

Perhaps the card zone is taken so long as a monster dies in it? Which would seem that Scapegoat tokens would work if they were destroyed in its place, regardless if you chose to Special Summon the destroyed monster or not (well, obviously you aren't able to Special Summon a Token back but in other situations).

Something's not adding up. I suppose the card text isn't precise.

The card text in the OP is an exact copy of what the Tag Force games state; however, based on a Youtube video of someone combining this with Sangan to draw all 5 Exodia pieces in one turn, it looks like first the Monster Card Zone is blocked, and then the monster is Special Summoned. So if you had 4 unusable zones and a monster, and then that monster was destroyed, you could block the fifth Monster Card Zone, preventing the SS, therefore leaving you with 5 unusable zones. The card text isn't precise.

blocking the slot is a cost I believe, so you can cost your 5th and not summon.
then drop it for 4 monsters
