The idea of giving weaker limited cards a use seems fair, how ever I would argue you either get a secondary limited or semi-limited. Not 2 limited, and 2 Semi'd

So what does this list mean?

It means I can run both Foolish Burial and Chaos Sorcerer, or Book of Moon and RedRum in the same deck. Also, you cannot run any cards in the Power Ban List with each other. Only the Specialized Ban List cards can do this, but that second set of Semi-Limited, Limited and Unlimited card(s) take up the space of your would be Power Ban cards, so if I decided to run both Duality and Bottomless Trap Hole, I cannot run Solemn Warning or Rescue Rabbit and such. So what about the Special Unlimited? These cards can be run as 3 besides your regular 3, but only 1 card on the list. So you can run 3 BEWD with 3 Trade-Ins and 2 White Stones, or 3 White Stones, 3 Cards of Consonance, and 2 BEWD. The rest of the cards (and the ones here) are all up for debate, and this will be the custom ban list we will be using for Chance's Format - Tournament V.

As far as the list goes, Pot of Duality and Torrential Tribute, along with more than likely Mirror Force, should really be power cards. Allure I am sort of on the fence about, considering how useful it is, but it's just a +0, so I guess it can slide...

I also think that we should only get to choose 1 from the list, not a limited AND sem-limited. Just 1 "Special List Card".

EDIT: Oh yeah, and you still can't play Exodia because none of the limbs are available to pick... unless that means they're unlimited. The list is also incomplete, because I don't see Charge of the Light Brigade.

Okay lets look at it this way. Based on the supposedly "top tier" decks what do you see? They'r all different. Even though two are monarchs they'r still different deck styles. The point I'm making that as it stands currently. We'v had a variety of different decks top. Adding this new rule or what ever pretty much puts everything at a clean slate. So why is that nessary?

I don't see how this can hurt the game if the cards are in the right places. Reasoning is not a powerful card. Book of Moon is not a powerful card. However, they can be used in certain decks, and they can add more to the game. They are not going to make it so decks aren't good or that other decks are great all of a sudden.

The issue isn't the fact the decks are topping, its the fact that there are still broken parts to them, that makes it so non top tier decks can't stand a chance. I mean one of the aims of the format was to try and balance things so that tiers were less relevant, and less of a presence.

Besides this is worth a trial at least. No great harm can come from that right now. Everything up till now has been about trialing things.

Well, Machina Fortress and Swap Frog for sure seem like something that need to be dealt with. It's impossible to limit any of the monarchs, though, since by themselves there is nothing wrong with them. They're just "good" cards, not "OMG AMAZING" cards. So I don't know what you could do about Macro Monarchs.

In fact... No to most of those moves. I do not want things like Atlanteans or Fableds getting Brionac, Sinister Serpant, becuase its still infinite discard fodder/stall and such.

Cat... No. I don't want to see Rabbit decks with the cat as well, or all the other plays it can set up into.

The naturia synchros... I'm kinda ok with that.

Cyber Jar is the one I am least concerned about. I know the Dark Hole- special summon is stupid, but I'm to used to it on Tag Force to really comment on that one. Witch is kinda on the edge for me, I giving up power-limited or what ever for it would be quite intresting indeed...

I'm...kinda not agreeing with Necroface. Even at 1, it can still make it's own deck and still be quite devastating...so I'm going with that one as a Power Card still.

I'm also disagreeing with Judgment since it can stop quite a ton of stuff for a supposedly hefty price. If it comes back as a Special Limited...there could be problems...

Hmm Honest can stay as a Special Limited...if there's problems, we can correct it.

Mind Control as a power card...well actually I agree.

Avarice is fine where it is imo.

Primal Seed, go back to 3.

Debris as a power...hmmm...I actually don't really think of it as a power card...but then again, Tour Guide and Rabbit are there, so this should be there too.

Naturia Beast and Bark are Special Limits.

Giant Trunade still up for debate for Power Limit

Glow-Up...with plants and most of the stuff dumbed down, why not?

Well, Lumina, in my opinion, should just be a Special Limited. She actually doesn't do a lot by herself, and plus then you can't run both her and Trooper. JD I am okay with being a power semi-limited. Though I still feel that Machina Fortress needs to be on the list as a power semi-limited. It really makes a deck.

We might as well not put in any banned cards, though, because then we have to play in Traditional.

If we hit Fortress, Grapha is only a logical step from there. People will argue it, and I can sort of understand why given a reccureing 2700 beater with popping potential in this format is kinda worse than normal.

And the two Karakuri Shoguns? Umm... the higher level one no, and the other one yes. My own expeirience with them shows that the first is quite hard to make relatively, but that is bad logic I admit. But that one I'm iffy about. I'd want to test against them myself before I pass Judgement.
