Also, as far as the first bit of text goes- Basically can Normal Summon/Set it, you just cant use Reborn on this. Although you [i]CAN[/i] use it to Summon multiple, provided, your willing to wait out multiple turns to use the effects of them all. They also have support cards that let you Normal Summon them without Tributes. ...Also this card has like no cards that can search it, outside of [url=http://yugioh.wikia.com/wiki/Haze_Beast_Cerberus]Cerberus[/url], so that generally slows it down to the point of not being overpowered.
